There are many grouped non-elite proto-drakes in the area just east of the Wingrest Embassy flight-path: you're looking for Primal Proto-Drakes. You must take Neltharion's Toolkit (which can be obtained from several different rooms in Zskera Vaults, so far I've found it in bone pile rooms and the broken waygate room) to the broken waygate located next to Dealer Vexil (cave entrance.
